Programs

The City of Waterbury is a formula entitlement community and receives an annual allocation from the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant Program (CDBG), the Emergency Solutions Grant Program (ESG) and the HOME Investment Partnerships Program (HOME).

Community Development Block Grant (CDBG) Program

The City receives approximately $2.1 million in CDBG funding annually. CDBG is a federal program from HUD that aims to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. Each year, the City allocates 15% of its annual grant to provide support to many non-profit public service programs. CDBG also provides funding for many public facility and infrastructure improvements projects.

Emergency Solutions Grant (ESG) Program

The City receives approximately $185,000 in ESG funding annually. ESG is a federal program from HUD to assist individuals and families who are homeless and at risk of homelessness. The program provides funding to engage homeless individuals and families living on the street, improve the number and quality of emergency shelters for homeless individuals and families, help operate shelters, provide essential services to shelter residents, rapidly re-house homeless individuals and families, and prevent families and individuals from becoming homeless.

HOME Investment Partnerships (HOME) Program

The City receives approximately $1 million in HOME funding annually. HOME is a federal program from HUD to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to low-income people. It is the largest Federal block grant to state and local governments designed exclusively to create affordable housing for low-income households.
