Annual Planning Process

The City of Waterbury is a formula entitlement community and receives an annual allocation from the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant Program (CDBG), the Emergency Solutions Grant Program (ESG) and the HOME Investment Partnerships Program (HOME). In order to receive these funds, the City must prepare an Annual Action Plan and submit it to HUD. The City’s program year runs from October 1 to September 30.

In addition to its Annual Action Plans, the City must develop a Consolidated Plan every five years. The City completed a new Five Year Con Plan in 2020, which covers the period of October 1, 2020, through September 30, 2025. The planning process for these documents includes consultation and citizen participation. The City begins its citizen participation process in January of each year with the publication of the Notification of Funding Availability (NOFA) which sets forth the date of the first Public Hearing and the application process.

Those interested in applying for funds should request an application beginning on Friday, January 19, 2024, and submit their completed applications to the Office of Community Development, located at 188 Bank Street, Waterbury, no later than 3:00 p.m. on Friday, March 1, 2024. Upon receipt, the Citizens Advisory Committee (CAC) will review the applications for consistency with CDBG eligibility guidelines (24 CFR 570.201) and the themes identified in the City’s Consolidated Plan (2020-2024). As part of the review process, additional public meetings and a second public hearing will be held to receive public input. 

In accordance with the City of Waterbury’s Citizen Participation Plan (CPP), there will be a Public Hearing to solicit citizen input on the needs of the community before the CAC on Tuesday, February 13, 2024 at 5:30 p.m., Meeting Room #118, Office of Community Development, 188 Bank Street, Waterbury, CT 06702.

The Community Development Office will offer in-person technical assistance workshops for those wishing to apply for CDBG/ESG funding. The sessions will be held at the Office of Community Development, Meeting Room #118, 188 Bank Street, Waterbury, CT 06702.
