As part of the Finance Department in the City, the Pension & Benefits Office provides administration and guidance for employees and retirees who are covered by City benefit plans. Retirement plans include a 401(a) Money Purchase Plan, the Waterbury Retirement System which is a defined benefit plan, a 403(b) plan for Department of Education employees and a 457(b) Deferred Compensation Plan. Welfare benefits include medical, health & wellness benefits, dental, pharmacy, life insurance, AD&D, a section 125 flexible spending account, dependent care account (daycare), as well as a comprehensive employee assistance program. There are also voluntary supplemental benefits available. We currently cover over 9,000 active employees, family members and retirees under the city programs.

The City of Waterbury offers online benefits enrollment and benefit management through our secure employee benefits portal. New hires should use the portal to enroll in benefits, and current employees should use it to make eligible benefit changes throughout the year.
Use the Benefits Enrollment Portal for:
- New Hire Benefit Enrollment
- Annual Open Enrollment
- Qualifying Life Event Changes (such as marriage, divorce, birth or adoption of a child, or loss of other coverage)
- Health Savings Account (HSA) updates
