PUBLIC NOTICE
NOTICE OF PUBLIC HEARING
The City of Waterbury has proposed the following substantial amendment to the CD YR 46 (2020-2021) Community Development Block Grant Program Annual Action Plan. The amendment will provide supplemental funding for the PAL Branch Street Park & Splash Pad Project and reallocate unused CDBG-CV funding. The proposed amendment is as follows:
- CD YR 46 Annual Action Plan/CDBG-CV:
- Administration (CDBG-CV) – Cancel activity and reallocate unused administration funding in the amount of $50,000 to the PAL Branch Street Park & Splash Pad project;
- DPW Mobile Testing Facilities (CDBG-CV) – Reallocate unused funding from completed project in the amount of $38,977.82 to the PAL Branch Street Park & Splash Pad project;
- Senior Meals (CDBG-CV) –Reallocate unused funding from completed project in the amount of $101,573.50 to the PAL Branch Street Park & Splash Pad project;
- DPW Field Hospitals (CDBG-CV) – Reallocate unused funding from completed project in the amount of $100,387.18 to the PAL Branch Street Park & Splash Pad project;
- PAL Food Distribution (CDBG-CV3) – Cancel activity and reallocate project funds in the amount of $41,800 to the PAL Branch Street Park & Splash Pad project; and
- PAL Branch Street Park & Splash Pad (CDBG-CV) – Create new PAL Branch Street Park & Splash Pad in the amount of $332,738.50.
In accordance with the Citizen Participation Plan, the change in use of grant funds from one eligible activity to another, the elimination of an activity originally described in the Annual Action Plan, and the addition of an activity not originally described constitutes a Substantial Amendment to the Consolidated/Annual Action Plan. In addition, the major reprogramming of funds of more than 5% of the grant allocation or $100,000, whichever is greater, also constitutes a Substantial Amendment.
The substantial amendments were presented to the Citizens Advisory Committee (CAC) for its review and approval. The CAC approved the amendments at a duly noticed meeting on February 16, 2023. A Public Hearing will be held on Tuesday, April 18, 2023, at 5:30 p.m., at City Hall, Veterans Memorial Hall, 2nd Floor, 235 Grand Street, for the purpose of receiving public input on the proposed amendment.
A thirty (30) day public comment period will commence on April 4, 2023, and end on May 4, 2023.
