SUBSTANTIAL AMENDMENT
In
accordance with the City of Waterbury’s Citizen Participation Plan, the Citizen
Advisory Committee (CAC) will hold a Public Hearing on Wednesday, April 13,
2022, at 5:30 p.m., at City Hall, Veterans Memorial Hall, 2nd Floor, 235 Grand
Street, for the purpose of receiving public input on the following proposed
plans:

Proposed
2022-2023 CD Year 48 Annual Action Plan
The Annual Action Plan delineates proposed activities
to be funded under the U.S. Department of Housing and Urban Development's (HUD)
Community Development Block Grant (CDBG) program, Emergency Solutions Grant
(ESG), and HOME Investment Partnerships (HOME) program. The City has not yet
received notice of its allocations for the upcoming program year; and, per
HUD’s guidance, intends to use the current year allocations as the baseline for
planning purposes. These amounts may increase or decrease depending upon the
final federal approved budget. The 2021-2022 CD YR 47 allocations were as
follows: $2,235,286 (CDBG), $190,972 (ESG), and $896,277 (HOME). Anticipated
program income includes $2,500 for HOME and $14,000 for CDBG. In accordance
with HUD’s guidance, “contingency provision” language has been included in the
Annual Action Plan.

Proposed
HOME-ARP Allocation Plan/CD Year 47 Substantial Amendment
The Allocation Plan delineates proposed activities to
be funded under the American Rescue Plan Act of 2021. The City of Waterbury
will receive $3,248,404 in HOME-ARP funding, to provide housing, services, and
shelter to individuals experiencing homelessness and other vulnerable
populations. The HOME-ARP Allocation Plan identifies three priority needs for
qualifying populations: the provision of funds for supportive services provided
by homeless and domestic service providers; the provision of funds for
non-profit operating expenses; and the provision of funds for the development
and rehabilitation of affordable rental housing. The proposed plan includes the
following funding allocations to support the identified priority needs:
Supportive Services: $1,500,000; Development of Affordable Rental Housing:
$1,098,724; Non-Profit Operating: $162,420; Administration and Planning:
$487,260.
The
hearing location is handicapped accessible. The City will provide interpreters
and assistance for non-English speaking, hearing-impaired, or disabled
residents upon receiving a request no later than close of business on April 12,

A
thirty (30) day public comment period for both plans commenced on March 28, 2022,
and will end April 28, 2022. Drafts of the proposed plan are available for
public review at the Silas Bronson Library, 267 Grand Street; and the City
Clerk’s Office and the Office of Community Development, 235 Grand Street. Both
plans are also available on the City of Waterbury website at www.waterburyct.org/services/community-development.
