CD YR 44 (2018-2019) Annual Action Plan and

CD YR 46 (2020-2021) Annual Action Plan

 

 

Notice is hereby given that the following Substantial Amendments to the CD YR 44 (2018-2019) Annual Action Plan and CD YR 46 (2020-2021) Annual Action Plan were approved.

 

Substantial Amendment #2 to the CD YR 44 (2018-2019) Annual Action Plan to reallocate unused program administration funds in the amount of $429,244 and create and fund the new project, the Park at 909 Bank Street.

 

Substantial Amendment #2 to the CD YR 46 (2020-2021) Annual Action Plan to eliminate the Hamilton Park allocation of $500,544 and create and fund the new project, the Park at 909 Bank Street.

 

The new Park at 909 Bank Street is a priority for the Brooklyn neighborhood. Now that the site has been remediated and the design firm of BSC has completed their Park design with input from the residents, students at Duggan School and the on-line survey, the need exists so that an RFP can be released and the Park constructed for the upcoming summer. The new Park will include bathrooms, playscapes, one-half basketball court, utilities and site improvements

 

In accordance with the Citizen Participation Plan, the change in use of grant funds from one eligible activity to another; the elimination of an activity originally described in the Annual Action Plan; the addition of an activity not originally described in the Annual Action Plan and a major reprogramming of funds of more than 5% of the grant allocation or $100,000 whichever is greater constitutes a Substantial Amendment to the Consolidated/Annual Action Plan. This action meets these requirements.

 

The Proposed Substantial Amendment was published in the Republican American on February 22, 2021 and March 1, 2021 and posted on the City’s website. A Public Hearing was held on March 9, 2021 by the Citizens Advisory Committee (CAC); there were no public speakers. The thirty (30) day comment period commenced on February 23, 2021 and ended on March 24, 2021. There were no public comments.

 

The Proposed Substantial Amendments were approved by the Board of Aldermen at their meeting on April 5, 2021.  Notice of this will be sent to HUD via the IDIS system.
