4/30/2020 - Public Notice Amendment to CPP

Public Notice
City of Waterbury
Amendment to Citizen Participation Plan

Notice is hereby given that the City of Waterbury intends to amend its existing Citizen Participation Plan (CPP) in order to address the special Community Development Block Grant (CDBG-CV) Program funds in the amount of $1,317,293 and the special Emergency Solutions Grant (ESG-CV) Program funds in the amount of $644,210 that the U.S. Department of Housing and Urban Development (HUD) is allocating to Waterbury in order to prevent, prepare for and respond to COVID-19. These funds were authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136 as signed by the President on March 27, 2020.

The CPP has been amended to add Section IX. In The Event Of An Emergency Expedited Procedures which details the use of virtual public hearings, emailing of documents due to closure of distribution points, shortening the public comment period on a substantial amendment from 30 days to 5 days and moving the second public hearing during the Consolidated Plan/Annual Action Plan to be held on the CAPER.

In addition, the CPP has also been amended to include all references to the Assessment of Fair Housing Plan as required in 24 CFR 91.105. Changes have also been made to Section V. B. Structure of the CAC, reducing the CAC from 17 to 9 members for efficiency. The CPP has codified changes that have already occurred due to the change in administration of the programs from the Waterbury Development Corporation (WDC) to the City of Waterbury under the supervision of the Finance Department through the Community Development Office.

In accordance with the CPP, the amendment shall undergo a 15-day review and comment period after the date that it is available. The 15-day comment period shall begin on May 1, 2020 and end on May 16, 2020 and then it will be submitted to the Board of Aldermen for adoption.

Citizens are invited to review the CPP on the City’s website at and submit comments to Diane C. Toolan, Housing and Community Planning Program Director, Community Development Office, Room C-29, City Hall, 235 Grand Street, Waterbury, CT 06702. Email:
