5/3/2018 - Public Notice Substantial Amendment CD YR 43 Excess Funds Splash Pads to Rec Centers

PUBLIC NOTICE

NOTICE OF PUBLIC HEARING

The City of Waterbury has proposed the following substantial amendment to the Community Development Block Grant Program Annual Action Plan for CD YR 43 (2017-2018) to reprogram excess funds from the three splash pad projects at Martin Luther King, Curtin and Hamilton Parks in the amount of $130,853 to the two air conditioning projects at the North End Recreation Center and the River Baldwin Recreation Center in order to move the projects forward. The splash pad projects came in under budget while the recreation center projects came in over the estimated budget. By reallocating these excess funds, all of the projects will be able to be completed during this program year.

In accordance with the Citizen Participation Plan, major reprogramming of funds, which is the reprogramming of funds of more than 5% of the grant allocation or $100,000 whichever is greater, constitutes a Substantial Amendment to the Consolidated/Annual Action Plan. The substantial amendment was presented to the Citizens Advisory Committee (CAC) for its review and approval. The CAC approved it on May 1, 2018 and scheduled a Public Hearing on Monday, May 21, 2018 at 5:30pm in the Veteran’s Memorial Hall, City Hall, 235 Grand Street, Waterbury, CT. The facility is handicapped accessible.   The City will provide interpreters and assistance for non-English speaking, hearing impaired or disabled residents upon receiving a request at least four (4) days prior to this hearing date.  Residents should call Diane Toolan at 203-346-3810 x 7288 to make this request.

A thirty (30) day public comment period will commence on May 4, 2018 and end on June 2, 2018. Comments may be submitted in writing to Diane Toolan, Housing and Community Planning Program Director, Community Development Office, City Hall, Room C-29, 235 Grand Street, Waterbury, CT 06702 or at dtoolan@waterburyct.org.
