The Naugatuck Valley Council of Governments (NVCOG), located in Waterbury, CT, is the Regional and Metropolitan Planning Organization for 19 municipalities. We are currently seeking a full-time, experienced Finance Director to lead the agency’s financial management team.

Working with the Executive Director and using considerable initiative and independent judgment, the Finance Director manages the activities of the Finance Department, including accounting, auditing, A/P, A/R, payroll, risk management, and personnel administration. Duties include: direction/supervision of staff, cash flow forecasting and management, development of an annual budget with direct salary, fringe, burden and overhead considerations, monthly financial reports, maintenance of pension plan, fiscal controls and financial record keeping, purchasing and contract management procedures, management of grant and contract fiscal and program compliance, preparation and presentation of analytical reports and long range financial projections. Additionally, the Finance Director manages capital assets, establishes and maintains internal audit procedures, and demonstrates continuous effort to improve operations.

Knowledge of principles and practices of finance, accounting, budgeting, and personnel management are essential, as is the ability to analyze, interpret, and explain complex financial reports and projections. The ideal candidate must be able to work under pressure and manage multiple priorities and communicate clearly and effectively orally and in writing.

Education/Experience: Bachelor’s or Master’s degree in accounting, finance or a closely related field, or equivalent work experience. CPA preferred. Expertise in Excel and QuickBooks Pro accounting software is essential. Knowledge of governmental financial oversight and audit regulations and procedures is preferred, working knowledge of match funding and FTA grants is a plus. Salary & Benefits: NVCOG offers a professional work environment with a competitive benefits package, including fully-paid medical and a defined contribution retirement plan. Salary range for this position is $65,000-$90,000 based on qualifications and experience.
