With frigid temperatures expected across the state, the city will have a warming center open at Silas Bronson Library, 267 Grand St., beginning 6:00 p.m. Tuesday, Jan. 6 continuously through 9 a.m. Friday, Jan. 9.  The warming center will be staffed by City of Waterbury Health Department personnel.  Blankets and water will be supplied
