NOTICE OF PUBLIC HEARING

 The Waterbury Development Corporation (WDC) the administering agency for the City of Waterbury’s Community Development Block Grant Program has proposed a second substantial amendment to the Annual Action Plan for Program Year 39 (2013-2014). The amendment would reallocate the sum of $95,678.41 from the River Baldwin Park Project to the Rivera Hughes Park Project which received an allocation of $212,618.70. 

In CD YR 38 (2012-2013), an allocation of $120,000 was given to the River Baldwin Park for basketball court replacement with post tensioned concrete surface; new sidewalks and replacement of the retaining wall.  These improvements began in the fall of 2013 and are scheduled to be completed in April/May 2014. The funds requested in CD YR 39 were to upgrade the broken spray pool; install new lighting and fencing.  A Master Plan has just been completed for River Baldwin Park by Wright and Pierce and they have estimated that the CD YR 39 funds will not be adequate for these improvements.  Rather than let these funds sit until the City can find the additional funds needed, it has been requested that the project be cancelled and the funds transferred to Rivera Hughes Park.

The list of proposed improvements for Rivera Hughes Park includes: new rest rooms; upgrades to the spray pool; new handball and basketball courts and other site improvements.  The addition of these funds would allow for more work to be done this construction season which greatly benefits the City’s timely expenditure of the Community Development Block Grant funds.

In accordance with the Citizen Participation Plan, the elimination of an activity originally described in the Annual Action Plan constitutes a Substantial Amendment to the Consolidated/Annual Action Plan. This substantial amendment was presented to the Citizens Advisory Committee for its review and approval. It was approved by them on March 18, 2014 and scheduled for a Public Hearing on Tuesday, April 15, 2014 at 5:15pm in the Veteran’s Memorial Hall, City Hall, 235 Grand Street, Waterbury, CT.   The facility is handicapped accessible.  The City will provide interpreters and assistance for non-English speaking, hearing impaired or disabled residents upon receiving a request at least four (4) days prior to this hearing date.  Residents should call Casey Lawlor at 203-346-2607 x 7281 to make this request.
