The City of Waterbury is required to adopt a five year Consolidated Housing and Community Development Plan for 2005-2010. This five year plan includes an Annual Action Plan which identifies how the City will utilize this year's allocation of U.S. Department of Housing and Urban Development funds. This year's allocations will be as follows: $2,563,185 CDBG/ $99,223 ESG/ and $1,034,001 HOME.
The Waterbury Development Corporation (WDC) administers the City of Waterbury’s Consolidated Plan. The plan is designed to be a collaborative process where by the municipality works with the community to establish a unified vision for economic, housing and community development and the expenditures of Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), Home Ownership Made Easy (HOME) Investment Partnership funding. It offers communities the opportunity to help shape a variety of housing and community development programs into effective and coordinated strategy to provide neighborhood and community development. It also creates the opportunity for strategic planning and citizen participation to take place in a comprehensive context reducing duplication of efforts at the local level.
